Arizona Innovation Accelerator Fund

The goal of the Arizona Innovation Accelerator Fund is to stimulate financing of small businesses and manufacturers, while fostering business expansion and job creation in the state of Arizona. It accomplishes this by providing debt financing to rapidly expanding Arizona businesses that need resources in order to capitalize on market opportunities.

Part of business expansion encouraged by this fund could be more employment opportunities for workers with disabilities.

Arizona Technology Access Program (AZTAP)

Assistive technology is any device that enables a person with a disability to be more functional. Using the proper technology at work will allow a disabled person to be more productive, and in turn, a better worker. The mission of Arizona Technology Access Program is to promote awareness, access and the acquisition of assistive technology for people with disabilities.

The Business Enterprise Program, in a close partnering relationship with rehabilitation services administration's vocational rehabilitation program, offers legally blind persons the opportunity to become independent entrepreneurs capable of achieving their fullest potential through self-employment.

Computer Data Center Program

The objective of the program is to encourage computer data center operation and expansion in Arizona. It accomplishes this by providing Transaction Privilege Tax and Use Tax exemptions at the state, county and local levels, on qualifying purchases of Computer Data Center Equipment.

There could be more employment opportunities at computer data centers as a result of this program, allowing for an increase in jobs for workers with disabilities.

Job Training Program

The Arizona Job Training Program supports the design and delivery of training plans that meet unique industry standards and challenges. Under the “Net New Hire” portion of the grant program, businesses can apply for grants that return up to 75% of the costs of training net new employees in jobs that meet wage criteria. The “Incumbent Worker” portion of the grant program will allow for training that upgrades the skills of your existing employees. The Incumbent Program can reimburse employers up to a maximum of 50% of allowable training costs.

Employees who receive training can be workers with disabilities who sometimes need a skills upgrade to obtain employment or advance in their careers.

Military Reuse Zone

The Military Reuse Zone program offers three types of benefits:

  • Transaction Privilege Tax Exemption – Exemption from transaction privilege tax on contracts for certain types of construction at a Military Reuse Zone
  • Tax Credits – Arizona income/premium tax credits for up to five years for each net new job created, totaling up to $7,500 per non-dislocated employee and up to $10,000 per dislocated employee
  • Property Reclassification – Both real and personal property can be reclassified from class one (20% assessment ratio) to class six (5% assessment ratio), which may result in property tax savings of up to 75% for a period of five years

One of the purposes of this program is to create jobs in Arizona’s military reuse zones. This could positively impact job seekers living in these areas, including those who have disabilities.

Qualified Facility Tax Credit Program

The Qualified Facility Tax Credit Program was established to promote the location and expansion of manufacturing facilities, including manufacturing-related research & development or headquarters facilities. The goal of the program is to encourage business investment that will produce high quality employment opportunities for citizens of Arizona and enhance the state’s position as a center for corporate headquarters, commercial research and manufacturing. The program accomplishes this by providing a refundable tax credit to taxpayers who are expanding or locating a Qualified Facility in Arizona.

The expansion generated by this tax provisions could mean more jobs for employees with disabilities.

Quality Jobs Tax Credit

The primary goal of the Quality Jobs Tax Credit program is to encourage business investment and the creation of high-quality employment opportunities in the state. The program accomplishes this by providing tax credits to employers creating a minimum number of net new quality jobs and making a minimum capital investment in Arizona.

Some of the high-quality jobs generated by this tax credit could be occupied by qualified employees with disabilities.

Research and Development (R&D) Tax Credit

The Research and Development (R&D) Tax Credit program provides an Arizona income tax credit for increased research and development activities conducted in this state, including research conducted at a state university and funded by the company. The goal of the program is to encourage Arizona businesses to continue investing in research and development activities.

Along with an increase of R&D activities, there may be a growth in employment possibilities for researchers with disabilities.

Self Employment for Entrepreneurs with Disabilities (SEED) Loans for Assistive Technology

Self Employment for Entrepreneurs with Disabilities (S.E.E.D.) is an alternative financing program designed to assist individuals with disabilities in borrowing money at affordable rates for the purchase of office equipment, furniture, supplies, or assistive technology.

Qualified applicants may be approved to borrow funds in the amounts ranging between $500 and $10,000. Pre-loan support services, flexible repayment terms, below market interest rates, and no prepayment penalties are features of this unique program.
