Department of Habilitation – Workforce Development – Recruitment, Cost Benefits and Hire Incentives

The Recruitment Cost Benefits and Hire Incentives web site has information on the many benefits of hiring a disabled job seeker from the Department of Rehabilitation’s consumer database. Among the benefits are: vocational training for perspective employees, funding assistance for on-the-job training and job site accommodations consultation. This site also gives information on federal tax credits and other incentive for hiring people a with disabilities.

Disabled Veteran Business Alliance

California Disabled Veteran Business Alliance formed in 1994 following the establishment of the Disabled Veteran Business Enterprise (DVBE) program by the California legislature in 1989.

The California DVBE program set a 3% goal for DVBE participation in state contracts for goods and services. It also required eligible DVBEs to obtain certification of their capabilities by the state’s Department of General Services before they could participate in the program.

Employment Training Panel (ETP)

The Employment Training Panel is a state agency that provides training funds which improve the productivity and competitiveness of California businesses, while providing secure employment for workers. ETP can also provide training for unemployed workers.

Enterprise Zone Hiring Credit

The Enterprise Zone Hiring Credit is available for taxpayers who hire qualified employees within a designated enterprise zone. The Enterprise Zone Program targets economically distressed areas throughout California. Special state and local incentives encourage business investment and promote the creation of new jobs. The purpose of the program is to provide tax incentives to businesses and allow private sector market forces to revive the local economy.

Small Business Loan Guarantee Program

The California Small Business Loan Guarantee Program (SBLGP) is administered by the Business, Transportation and Housing Agency in partnership with the Governor's Office of Economic Development (GoED) and works to help businesses create and retain jobs, while at the same time encouraging investment into low- to moderate-income communities. The SBLGP enables small businesses to not only obtain a loan it could not otherwise have, but to establish a favorable credit history with a lender. With that, the business may receive further loans on its own, without the assistance of the program.

Utilizing these loans, small businesses can employ more people with disabilities, which would have a positive impact on this population’s employment rate.

Supported Employment Services

Supported Employment (SE) services through the Department of Rehabilitation can be provided through the vocational rehabilitation program. SE services are aimed at finding and keeping competitive work in a community integrated work setting for persons with severe disabilities who need ongoing support services to learn and perform the work.
